Mr. John Bleyl, P.E.
Mr. John Bleyl, P.E. is the founder and CEO of the firm and has more than 25 years experience in the engineering field. Mr. Bleyl is a former Director of Lazy River Improvement District. He is the City Engineer for Panorama Village and Shenandoah, and is also the Engineer for Montgomery County Municipal Utility District No. 18 (Bentwater Development). Mr. Bleyl has experience in providing design, contract administration and construction management services for many residential and commercial developments in and around Montgomery County. He also has experience reviewing and managing design and construction services as Assistant Montgomery County Engineer and an Engineer for the George Bush Intercontinental Airport.
Mr. Bill Kotlan, P.E.
Mr. Bill Kotlan, P.E., with over 20 years of engineering experience, has extensive experience as a Municipal Utility District Engineer. He has completed projects for numerous Cities and Utility Districts and is currently the Engineer for the City of Montgomery, the City of Willis, Montgomery County Utility District No. 4, and Porter Special Utility District. Mr. Kotlan has experience in the preparation and administration of bond application reports, TWDB loan applications and ORCA grant applications.
Mr. Ken Walker, C.P.A.
Mr. Walker has over 25 years experience involving various phases of construction management in the underground utility industry, representing both contractors and engineering firms. He has extensive knowledge and experience regarding contract documents, specifications, and project administration documents. He is a Certified Public Accountant licensed in Texas, and is familiar with accounting practices applicable to municipalities. Mr. Walker is a former director of Montgomery County Municipal Utility District No. 46 in The Woodlands.
Mr. Michael Mathena, P.E.
Mr. Mathena has 10 years experience as a civil engineer. He has served as the Engineer for Utility Districts in both Harris and Montgomery Counties and has served as a Director for Harris County Municipal Utility District No. 16. Mr. Mathena’s experience with Utility Districts includes creation, bond application reports, TWDB Loan applications, and design of water, wastewater, and drainage improvements. He has also designed numerous subdivisions and commercial tracts.
Mr. Kenneth Watkins, P.E.
Mr. Kenneth Watkins has over 25 years of engineering experience including municipal engineering, project management, design of residential and commercial developments, onsite and offsite detention facilities in the public and provide sector.  Mr. Watkins is the Engineer for the City of Rollingwood.
Mr. Michael Kelly, P.E.
Mr. Kelly has over 5 years experience managing land development projects and has served as engineer for several municipal utility districts. He has extensive experience in municipal projects including groundwater production, water distribution, sanitary sewer collection, sanitary sewer rehabilitation, drainage and detention.
Mr. David Besly, P.E.
Mr. Besly, with over 15 years of experience, has an impeccable background in traffic engineering including planning, schematics and design of roadway projects incorporating horizontal and vertical geometric. Mr. Besly was a key design engineer in the railyard site design for the Metro Light Rail in Houston. He has an extensive background working with the Texas Department of Transportation and is pre-certified with the state agency in many engineering disciplines.
Mr. Derek Wind, P.E.
Mr. Wind has over 5 years of engineering experience. While attaining a Master’s Degree at Texas A & M University, Mr. Wind acquired extensive knowledge in flood modeling and mitigation.  He has designed municipal projects including water treatment and distribution, drainage and detention facilities, and lakes.
Mr. E. Levi Love, P.E.
Mr. Love has over 7 years of experience at Bleyl & Associates and came to us from the City of Bryan.  He has extensive experience in the design of residential subdivisions, commerical developments, and municipal facilities.  Mr. Love is Engineer for Chateau Woods MUD and River Plantation MUD.
Mr. Sam Vernon, P.E.
Mr. Vernon has over 20 years of experience in the engineering field.  Mr. Vernon's experience includes, design, construction management, surveying, and project management.  He has worked with municipal water, wastewater and drainage facilies as well as residential and apartment developments.
